Yes is it can be explained by the atmospheric refraction phenomena as we know that are atmosphere has different layers and each layer has its own different density so the refractive index of each layer is different so when a person sees from the Earth the light which comes from the star gets refracted in many layers of the atmosphere and then we see the Apparent position of stars at night.

They are wandering everywhere which is not safe for people. The dogs are creating a huge problem specially for the safety of children. Many old aged and adults go for a walk regularly in morning or evening. But the risk of stray dogs had barred them to go out. Solution to this problem is to contact with any animal care organisation or simply make a shelter fi dogs so that they don't wander here and there.
