Poverty is not good for any human society because during that period the economic conditions is very poor of an individual. There could be many more reasons like lack of education. But mainly its all about economic conditions of a person, like if his house is not a pucca house,does not earn much money per day, having three children to whom he have to feed. so, that means he is in below poverty line section of society. so, that definitely means that poverty is not good for human society.

From the Chapter: The Three Orders In the 14th Century, a crisis hit Europe. The climatic change gave way to bitter cold. It became difficult to grow crops. The potency of soil was exhausted due to the extensive agriculture in the previous century. Because of the reclamation of agricultural land, pastures reduced. Population growth put pressure on the limited resources and soon there was famine. Trade was hit by severe shortage of metal money because of exhaustion of Silver Mines in Serbia and Austria. All this was followed by the Black Plague in 1347-1350, which 20% of the European Population. Social Unrest began, there was political unrest because the population scarcity made the working class more expensive and old feudal relation could not be imposed, even though these rebellions were crushed. This made the Autocrats more powerful as the division of power to the vassals was discontinued. When the Political system became stable again with the end of 15th Century, the 16 Century started the modern period, with important developments in humanistic Ideas, politics, medicine etc taking place in Italy and the start of the Renaissance that brought back the knowledge of the past centuries

One of the most important functions of a constitution is to set some limits on the rulers. These limits are fundamental in the sense that the rulers may never trespass them. Constitutions limit the power of the government in many ways. The most common way of limiting the power of government is to specify certain fundamental rights. Citizens will normally have some basic rights of liberties: the right to freedom of speech, freedom of conscience, freedom of association, freedom to conduct a trade or business, etc. These freedoms of the people could not be checked by the government. But during the national emergency or in national interest these rights may be withdrawn. The rulers or the government can impose some limitations on its citizens. There can’t be any constitution that gives no power to its people. In a monarchical constitution, a monarch decides but in democratic constitutions, the people get to decide. The public mandate is necessary to enact the policies for the rulers. In a dictatorship also the ruler has to get the support of the people to cling to the power as in the case of Pakistan, where General Musharraf conducted periodic ‘referendum’ to justify his hold on power. So it is not possible for a constitution to exist that gives no power at all to the citizens.
