The consumer will be in equilibrium in case of single commodity when following condition is satisfied:
- {tex}\frac { \mathrm { MUx } } { \mathrm { Px } }{/tex} = MUm
Where, MUx= Marginal utility of good X
Px = Price of good X
MUm= Marginal utility of money - Law of Diminishing Marginal utility (means consumption increases the marginal utility derived from each additional unit declines) must prevail.

Slope of the line passing through the points (h, 3) and (4, 1) is
{tex}= \frac{{1 - 3}}{{4 - h}} = \frac{{ - 2}}{{4 - h}}{/tex}
Also slope of the line 7x - 9y - 19 = 0 is {tex}\frac{7}{9}{/tex}
Since two lines are perpendicular to each other
{tex}\therefore \frac{{ - 2}}{{4 - h}} \times \frac{7}{9} = - 1 \Rightarrow \frac{{ - 14}}{{36 - 9h}} = - 1{/tex} {tex}\Rightarrow{/tex} -14 = -36 + 9h
{tex}\Rightarrow{/tex} 9h = 36 - 14 {tex}\Rightarrow h = \frac{{22}}{9}{/tex}
