Creating more employment opportunities in urban areas can be accomplished by the following means:
- Strengthening the information technology sector: This involves opening of more call centres, cyber cafes and software development units.
- Strengthening the tourism sector: By opening more hotels, restaurants, amusement parks and similar other tourism destinations, demand for employment in this sector will increase. By promoting tourism more jobs can be created.
- Improving organised retailing: Giving better facilities and allowing more foreign investment will give many employment opportunities in urban areas.
- By expanding the educational sector: As more than 25 lakh jobs can be created alone for teachers.
- Industrialisation: Developing private sector industries by giving more incentives.

राजनीति विज्ञान की परिभाषा जानने से पहले इसका अर्थ समझ लेना अतिआवश्यक है। 'राजनीति' शब्द की उत्पत्ति ग्रीक शब्द 'Polis से हुई है, जिसका अर्थ होता है-नगर-राज्य। प्राचीन यूनान में छोटे-छोटे नगर-राज्य हुआ करते थे। उस समय राजनीति विज्ञान इन नगर-राज्यों से संबंधित होता था, जिसके अंतर्गत मानव जीवन के सभी पक्षों का अध्ययन किया जाता था। चाहे वह पक्ष आर्थिक हो, सामाजिक हो, राजनीतिक हो, धार्मिक हो या नैतिक। लेकिन धीरे-धीरे इस विषय-क्षेत्र में परिवर्तन होता गया और आज राजनीति विज्ञान एक विशिष्ट विषय के रूप में लोगों के समक्ष आया है। अर्थात् आज राजनीति विज्ञान की स्थिति यह है कि यह मनुष्य के राजनीतिक जीवन का अध्ययन करता है।
राजनीति शास्त्र की परिभाषा के संबंध में दो तरह की विचारधाराएँ व्यक्त की गयीं हैं-पहली, परंपरागत; दूसरी आधुनिक।
परंपरागत परिभाषा की तीन श्रेणियों में विभाजित किया गया है- 1. प्रथम श्रेणी की परिभाषा, 2. द्वितीय श्रेणी की परिभाषा, 3. तृतीय श्रेणी की परिभाषा।
प्रथम श्रेणी की परिभाषा में गार्नर, गैरिस और ब्लंट्शली की परिभाषाएँ उल्लेखनीय हैं। इन विद्वानों ने राजनीति विज्ञान को राज्य का विज्ञान माना है। इनकी परिभाषाओं में कहीं भी सरकार की चर्चा नहीं की गई हैं। महान विद्वान गार्नर के शब्दों में "राजनीति विज्ञान का आरंभ और अंत राज्य से होता है"।द्वितीय श्रेणी के विद्वानों ने राजनीति विज्ञान को सरकार व अनके कार्योंं का विज्ञान माना है वहीं तृतीय श्रेणी के चिंतकों ने मानवीय क्रियाओंं के सभी पहलूओं का विज्ञान माना हैै।
आधुनिक परिभाषा- राजनीति विज्ञान में 20वीं शताब्दी के प्रारंभ में नवीन विचारधारा का जन्म हुआ, जिसने परंपरागत दृष्टिकोण का विरोध किया ।आधुनिक विचारकों द्वारा राजनीति विज्ञान के अंतर्गत अब मानवीय क्रिया-व्यवहार और कर्म के महत्त्व पर जोर दिया जाने लगा और इसे उपयोगी बनाने के लिए नई वैज्ञानिक पद्धतियों एवं तकनीकों का प्रयोग होने लगा है। आधुनिक लेखकों द्वारा इसकी परिभाषा इस प्रकार दी गई है-
सर्वप्रथम केटलिन ने कहा है कि "राजनीति शास्त्र शक्ति का विज्ञान हैं।"
लासवैल के शब्दों में, "एक आनुभविक खोज के रूप में राजनीति विज्ञान शांति के निर्धारण और सहभागिता का अध्ययन है।"

M Hamel informed his students that since orders were given by Germans to French that they would be disallowed to learn their language so it was his last French class. He also told that France was being captured by Germany and ALSACE and Lorraine were the first districts to receive those orders. These words were like Thunderclap for little Franze.

Clergy belonged to the first estate of that time French society. Clergy were the group of persons who were involved in the special functions in the church like fathers and other members of the church. Nobility belonged to the second estate of the late 18th century French society.
Societal Structure - Ancien Regime
First estate - Clergy (the body of all people who performed religious duties in the Christian Church)
0.5% of the Population.
Was exempt from paying taxes to the State.
Owned a lot of land.
Collected taxes from the Third Estate called Tithes.
Second Estate - Nobility (aristocracy and feudal lords)
1.5% of the Population
Hereditary positions, name carries forward.
Exempt from paying taxes to the State
Owns a lot of land.
Collects feudal dues from the peasants working on his lands.
Peasants obligated to serve the nobility and work in their houses, fields or in their armies.
Third Estate - Commoners
98% of the Population
Composed of both rich and poor people.
Rich - Big businessmen, lawyers, merchants, court officials, lawyers,etc. Also some artisans and free peasants.
Poor - Small peasants, landless labourers, servants, etc.
They are the ONLY ones who pay direct taxes called Taille as well as indirect taxes to the State. They also pay dues to the clergy and their feudal lords.
Each estate has only one vote in the Estates General. Moreover, nobility and clergy wield considerable power and influence over the government.
