Hershey and chase = they infected E.coli with bacteriophage and used radioactive sulphur ,radioactive phosphorus and the step were infection, blending, centrifugation and As the DNA contain phosphorus and protein contain sulphur. So at last after all steps they got DNA contained phosphorus, which shows that the DNA is transferred not protein. 

Hence it was unequivocal proof that DNA is the genetic material.

It is only so In electrostatic condition....Consider it is not normal to conductor then it's any one component would be inside the conductor and it would lead to move charge under the electric field and electrostatic condition won't be there any longer....current will be produced
