Management cannot say to be a science:

1. The existence of systematized body of knowledge: Science is systematized body of knowledge in a sense that it is based on cause and effect relationship which is developed through years of research and experimentation. This feature of science is present in management, as it has its own theory and principles that have developed over a period of time.
2. Principles based on experimentation: Scientific principles are first developed through observation and then tested by repeated experimentation. This feature is not cent percent applicable since the management deals with human beings whose behaviour cannot be predicted on the basis of absolute laws and experimentation.
3. Universal validity of principles: Scientific principles have universal validity and application. This feature is not cent percent applicable, since their application and use has to be modified according to given situations.

Conclusion: From above, we may conclude that management does not satisfy all the features of a pure science which makes it being called an inexact science or soft science.

Domestic Income of a country can be more than its National Income- This situation occurs when net factor income from abroad is negative. Hence, NDP(at factor cost) or Domestic income becomes greater than the NNP(at factor cost) or National Income.

Yes the presence of elderly villagers in the last lesson was truely a symbol of their love and devotion to their mother tongue because they were uneducqted and didn't understood the very basics of the language yet they were present on the last day of class out of respect for their language.

(फोटो: पीटीआई) केंद्र सरकार ने अभी तक इस बात की कोई घोषणा नहीं की है कि भारत में फैले कोविड-19 को नियंत्रित करने के लिए लॉकडाउन के कारण पहले से ही सामना कर रहे आर्थिक आपातकाल से निपटने की उसकी क्‍या योजना है. ऐसी स्थिति में लोगों की तत्काल मदद करने के लिए नकदी से लेकर शहरी क्षेत्रों में प्रवासियों के लिए सामान देकर सहायता तथा स्वास्थ्य संबंधी आवश्यक उपायों के बारे में कुछ सुझाव हैं, जिन पर गौर किया जा सकता है. कोरोना वायरस रोग 2019 (कोविड-19) के प्रसार और इसके आगे के प्रकोप को नियंत्रित करने के लिए लागू किए गए अनियोजित लॉकडाउन ने ऐसे लाखों लोगों के जीवन में एक आर्थिक तबाही मचा दी है जो अनौपचारिक क्षेत्र में काम करते हैं– इनमें न केवल दिहाड़ी मज़दूर हैं बल्कि अनियमित अर्थव्‍यवस्‍था में काम करने वाले मजदूर भी हैं. रोजगार-बेरोजगारी सर्वेक्षण 2015-16 के अनुसार, भारत के कुल कार्यबल का 80% से अधिक हिस्‍सा अनौपचारिक क्षेत्र में कार्यरत हैं, इसमें से एक तिहाई कैज़ुअल मजदूर हैं. प्रधानमंत्री द्वारा 19 मार्च को दिए गए संबोधन के 24 घंटों के भीतर महानगरों के रेलवे और बस स्टेशनों पर भीड़ इकट्ठा होनी शुरू हो गई. जो लोग कमा नहीं सकते, वे अपने घर जाना चाहते थे, जहां उन्हें कम से कम खाना और आश्रय तो मिलेगा. वायरस के प्रसार को रोकने के लिए आवश्यक लॉकडाउन से उत्पन्न आर्थिक स्थिति उन लोगों को भी प्रभावित करेगी जो कोविड-19 से बच जाएंगे. इस स्थिति से निपटने के लिए तुरंत क्या किया जा सकता है, इस पर कुछ सुझाव हैं. नकद सहायता भारत समेत विश्वभर में कैश ट्रांसफर यानी नकद हस्तांतरण को पहले कदम के रूप में अपनाने की वकालत की जा रही है. पहली नज़र में, वे सबसे आसान और तेज विकल्प लगते हैं, लेकिन इनके साथ कुछ खतरे भी जुड़े हुए हैं: क. यह ‘आधार’ तय करना साधारण कार्य नहीं है कि किसे नकद मिले और कितना? क्या यह सभी मनरेगा (महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम) श्रमिकों के लिए होना चाहिए? क्या सभी मज़दूरों को बराबर मिलना चाहिए (भले ही उनके पूर्व में किए काम का अनुभव अलग हो)? ख. जमाखोरी और मूल्य वृद्धि की स्थिति में नकद की कीमत कम हो सकती है. ग. ग्रामीण क्षेत्रों में बैंक शाखाओं की संख्या काफी कम है. बड़े पैमाने पर नकद देने से भीड़ जमा होगी, जिसके परिणामस्‍वरूप वायरस के सामुदायिक फैलाव का जोखिम उत्‍पन्‍न होगा. घ. बैंकिंग प्रणाली के आधार-पेमेंट ब्रिज सिस्टम की ओर बढ़ने के कारण गड़बड़ियां होना एक बड़ा मुद्दा है, जिस पर बात नहीं होती, पर जिसके परिणामस्वरूप भुगतान अस्वीकृत या डायवर्ट आदि हो जाते हैं. स्वास्थ्य मंत्रालय के हालिया आंकड़े यह बताते हैं कि लगभग 10% प्रत्यक्ष लाभ अंतरण (डीबीटी) इस भुगतान ब्रिज के कारण विफल रहा. इसके अलावा, जो भुगतान डीबीटी पोर्टल पर सफल दिखाई देते हैं, वे गलती से अन्य लोगों के खातों में चले जाते हैं. फिर भी, कैश ट्रांसफर का उपयोग किया जा सकता है (और अवश्य) किया जाना चाहिए. तात्कालिकता को ध्यान में रखते हुए, मौजूदा नकद हस्तांतरण कार्यक्रमों का सहारा लेना ही बेहतर होगा. इसके बावजूद कुछ संवेदनशील वर्ग (उदाहरण के लिए, शहरी गरीब) छूट जाएंगे, लेकिन उनके लिए अन्य उपाय हैं. अग्रिम भुगतान: अप्रैल में तीन महीने की पेंशन (वृद्धावस्था, विधवाओं और विकलांग व्यक्तियों को) अग्रिम रूप से दें. अमूमन बुजुर्ग परिवार के अन्य कमाऊ सदस्यों की कमाई पर निर्भर रहते हैं. जैसे-जैसे परिवार की कमाई कम होगी तो बुजुर्गों को नुकसान हो सकता है. भुगतान में बढ़ोतरी: सामाजिक सुरक्षा पेंशन में केंद्र सरकार का योगदान रु. 200 प्रति व्यक्ति प्रति माह पर रुक गया है. इसे तुरंत कम से कम रु. 1,000 प्रति माह तक बढ़ाया जाना चाहिए. सभी को शामिल किया जाना: सामाजिक सुरक्षा पेंशन को सभी के लिए लागू किया जाना चाहिए. 60 वर्ष से अधिक उम्र के व्‍यक्ति, एकल महिला आदि की पहचान करना नकद ट्रांसफर को बढ़ाने का एक आसान तरीका है. बकाया राशि का भुगतान करना: केंद्र सरकार को मनरेगा मज़दूरों की वित्त वर्ष 2019-20 की सभी बकाया मज़दूरी का तुरंत भुगतान करना चाहिए. मनरेगा श्रमिकों के लिए नकद हस्तांतरण: जॉब कार्ड धारकों को, सामुदायिक फैलाव के जोखिम के कारण, काम के बिना, आने वाले तीन महीनों के लिए 10 दिन की मज़दूरी मिले. भुगतान पंचायत भवन या आंगनवाड़ी केंद्रों में नकदी के रूप में या बैंक खातों के माध्यम से हो सकता है. यह लगभग सभी जॉब कार्ड धारकों (14 करोड़ परिवारों से कम) के लिए प्रति परिवार रु. 2,000 प्रति माह होगा. इसपर तीन महीने में लगभग रु. 100 करोड़ खर्च होगा. मनरेगा श्रमिकों के लिए बाद में काम की गारंटी: बाद के महीनों में, जब सामुदायिक फैलाव का जोखिम कम हो जाएगा, तबजो काम करने के इच्छुक हैं उन्हें आश्वस्त करें कि उनके लिए कम से कम 20 दिन प्रति माह काम उपलब्‍ध रहेगा. किसी भी स्थिति में, मांग किए जाने पर 100 दिनों का काम उपलब्‍ध कराना मनरेगा के तहत भारत सरकार का एक कानूनी दायित्व है. जैसे-जैसे अन्य आर्थिक गतिविधियां बढेंगी और मनरेगा में काम की आवश्यकता फिर से शुरू होंगी, तो यह संख्याएं स्‍वयं कम होती जाएंगी. मनरेगा वेबसाइट के अनुसार, वर्तमान में केवल 8 करोड़ जॉब कार्ड (14 करोड़ में से) ही ‘सक्रिय’ हैं. एनईएफटी (NEFT) भुगतानों पर वापस लौटें: सभी नकद हस्तांतरण योजनाओं के लिए (उदाहरण के लिए, पेंशन, मनरेगा मजदूरी, प्रधानमंत्री कौशल विकास योजना आदि) -भुगतान ब्रिज सिस्टम से बचें, चूंकि उसमें अस्वीकृत और असफल भुगतान की समस्या होती है. जैसा कि ऊपर उल्लेख किया गया है, इसमें विफलता दर अधिक है. इसके बजाय नेशनल इलेक्ट्रॉनिक फंड ट्रांसफर (नेफ्ट या एनईएफटी) का उपयोग करें क्योंकि यह अधिक विश्वसनीय है.

After hearing the announcement, Franz was very sad and he regretted not learning his lessons, and being deprived of the opportunity to learn his own mother tongue. His books suddenly became his ‘old friends’ whom he could not abandon.

The atmosphere at school on the day of the last lesson was quite different from usual. The school was unusually still and quiet and there was no sound of the opening and closing of desks and lessons being repeated in unison.

After hearing the announcement, Franz was very sad and he regretted not learning his lessons, and being deprived of the opportunity to learn his own mother tongue. His books suddenly became his ‘old friends’ whom he could not abandon.

M.Hamel appreciated their mother tongue by saying that it is the clearest and the most logical language in the world. He also said that language must guarded among us and we must not forget it.

M. Hamel showed pride in his language by writing in as large letters as possible the words 'Vive La France! ', bearing on with all his might with a piece of chalk on the blackboard. Then he stopped and dismissed school with a gesture of his hand.

He was taken aback by seeing that Mr. Hamel was wearing the suit which he only wore during inspections or school ceremonies. Moreover, the last benches of the class which were usually empty were occupied by the elders of the village.

M Hamel reproaches himself for his students’ unsatisfactory progress in studies because he „ has given them his own personal work to do during school time. Besides, he also gave them a holiday when he wanted to go fishing. He also tells the villagers that they should reproach themselves for not having learnt their language.

The elders of the village were sitting in the classroom to attend the last French lesson by M. Hamel. They realised the worth of their native language when they came to know that they had lost it. They were there to pay their tribute to the language and respect to M. Hamel.
