In aqueous solution, phenol ionizes to give a charge, the oxygen atom of phenoxide ion donates electrons to the benzene ring to a large extent . As a result , the ring gets highly activated leading to the formation of trisubstituted product.

In aqueous soln. phenol exist as phenoxide ion. It is highly activates the ring and is responsible for the accumulation of - ve charge at ortho- nd para - positions. Three Bromine atoms are introduced at 2, 4 nd 6 - position of the ring.I am not sure. but I guess this will be an appropriate answer
