Hey,if the charge is moving in circular path around a charge then it have centripetal force. And if the distance between them is not decreasing then, electrostatic force=centripetal force. carbon does not have d-orbital nd hence doesn't form dπ-pπ bond. In contrast si has empty d-orbital nd hence it forms dπ-pπ bond with O. as a result transference of electrons occurs from O to si.
