Indian Constitution, in spite of its federal form, exhibits a unitary bias. Some of the unitary features are:
- Parliament has a wide scope of the legislation. It can legislate on subjects given under the State List, if the Rajya Sabha declares a resolution supported by a 2/3rd majority, or when a proclamation of emergency is in operation. On subjects given in the Concurrent List, the Parliamentary law is upheld in case of conflict between state law and Parliamentary law. Parliament also has the powers to legislate on Residuary Subjects.
- Parliament can alter the boundaries of the states.
- Overwhelming financial powers are vested with the Central Government and the states are dependent upon central grants.
- In an emergency, the federal structure may be converted into a unitary one.

I certainly agree with the statement that development for one may be the destruction for others. People have different developmental goals. They seek what is most important for them and fulfil their aspirations and desires. For eg:
- The construction of a dam leads to infrastructural development, generation of electricity, etc. but at the same time, it may also lead to the large-scale displacement of people, loss of livelihood, shelter, etc. of the people living near the proposed dam site. Hence, construction of the dam may be developed for some but maybe destruction for others.
- A girl wants as much freedom and opportunity as her brother. Her brother may not like this.
- Rain is beneficial for farmers. But it is destructive to people who are homeless and live in a cottage.
