Productivity here means human labour is productivity or productivity in terms of human work. Such productivity must be constantly enriched by building capabilities in people. This is because it is people who are the real wealth of nations. Therefore, efforts to increase their knowledge, provide better health facilities, balanced diet and high literacy rates ultimately lead to better work efficiency.
Empowerment means to have the power to make choices. Such power comes from increasing freedom and capability. Good governance and people oriented policies are required to empower people.

A customs union known as Wolverine was formed at the initiative of Prussia and joined by most of the German states. This union removed internal impediments and summed up 32 currencies into two. Besides this, it the aim of the union is to bind the Germans economically into a nation by strengthening the nation materially through its protection of interests externally and stimulating its internal productivity. It must be awakened and national sentiments should be raised through a fusion of individual and state interests.

Differences between Parliamentary and Presidential forms of Government:
| Parliamentary Form of Government | Presidential Form of Government |
| In Parliamentary form of government, the parliament or central legislature is supreme. | In the Presidential form of government, the President is a real executive and he is the most powerful official of the country. |
| The parliamentary system of the government is based on the principles of collective leadership. The Council of Ministers, having Prime Minister. Its head is responsible to the Parliament | President is the head of the state. Generally, he or she is elected directly, therefore, he is not responsible to the Congress or the Parliament in general. |
| The head of the government is usually known as the Prime Minister. | President is also the head of the government. |
