Dr. Babasaheb Ambedkar called the Right to Constitutional Remedies as the ‘heart and soul’ of our Constitution because it is the only right that makes the rest of the rights effective. It means that when there is any kind of violation of our rights by fellow citizens, private bodies or government, we have the right to seek remedy for it. If it is a Fundamental Right we can directly approach the Supreme Court or the High Court of a state.

1. As per Article 80 of the Indian Constitution, the maximum strength of the Rajya Sabha cannot exceed 250. The present strength of the upper house, however, is 245, out of which 233 are representatives of the States and Union territories of Delhi and Puducherry, while the remaining 12 are nominated by the President of India.
2. The members nominated by the President are people having a distinctive knowledge or practical experience in fields such as literature, science, art and social service.
3. The representatives of States and Union Territories in the Rajya Sabha are elected by the method of indirect election by the elected members of Legislative Assembly pertaining to each State and by the members of Electoral College for that Union Territory, respectively, through the proportional representation with the single transferable vote (STV) system. Each voter’s vote is counted only once.
4. The Rajya Sabha is a permanent House and is not subject to dissolution. However, one-third members of the Council of States retire after every second year. A member who is elected for a full term serves for a period of six years.

In India, the Budget is presented to Parliament on such date as is fixed by the President. The Budget speech of the Finance Minister is usually in two parts. Part A deals with general economic survey of the country while Part B relates to taxation proposals. General Budget was earlier being presented at 5 P.M. on the last working day of February, but since 1999 the General Budget is being presented at 11 A.M. on the last working day of February, i.e. about a month before the commencement of the Financial year except in the year when General Elections to Lok Sabha are held. In an election year, Budget may be presented twice—first to secure Vote on Account for a few months and later in full.

The Constitution limits the Lok Sabha to a maximum of 552 members. This includes no more than 20 members representing people from the Union Territories, and two appointed non-partisan members to represent the Anglo-Indian community (if the President feels that the community is not represented well enough).

Bill of rights in the South African Constitution The South African Constitution was inaugurated in December 1996. Its creation and promulgation took place at a time when South Africa still faced the threat of a civil war after the dissolution of the Apartheid government. The South African Constitution says that its “Bill of Rights is a cornerstone of democracy in South Africa”. It forbids discrimination on the grounds of “race, gender, pregnancy, marital status, ethnic or social origin, colour, age, disability, religion, conscience, belief, culture, language and birth”. It grants perhaps the most extensive range of rights to the citizens. A special constitutional court enforces the rights enshrined in the constitution.
