Rural local government is popularly known as the Panchayati Raj System in India. It was introduced by a constitutional amendment in 1992, although it is based upon the traditional panchayat system of South Asia. It was established to practice a more decentralised form of governance.

The structure of Panchayati Raj varies from state to state. Some states have three-tier structure (Gram Panchayat at the village level, Panchayat Samiti at block level and Zilla Parishad at district level), whereas some have two-tier structure (Gram Panchayat at village level and Panchayat Samiti at block level). A few states have only single-tier structure at the village level. Two main achievements of the Panchayati Raj System are as follows –
a) Panchayats can best carry out the development programmes, such as mending roads, terrace, and embank the fields, building bunds, digging drains, provide fresh drinking water, etc. They are best constituted to organize voluntary labour for social upliftment and economic amelioration. Since they are directly involving the local people, resource distribution for the various development works is more appropriate and involves less risk.

b) Panchayati Raj system ensures effective coordination between Government programmes and those of voluntary agencies. It acts as a potential school for political training of the masses and can also serve as schools of social service, health care, popular education and social progress.

The fact that India is highly dependent on coal for meeting its commercial energy requirement can be supported from the following arguments
(i) Electricity Generation The majority of electricity generation plants in India are based on burning of coal for generating steam to power turbines.
(ii) Heating in Industries Many industries use coal in the blast furnaces for generating heat for their various operations.
(iii) Important constituent in various industries Coal is an important constituent in steel production, alumina refineries, and in chemical and pharmaceutical industries.

The movement of the Bhoodan- Gramdan was initiated by the Vinoba Bhave. The idea of this movement was started when Vinoba Bhave was leading the Gandhiji's Padyatra in Andhra Pradesh. In the speech of Vinoba Bhave in Andhra Pradesh he came to know the problems faced by the rural landless farmers, therefore after this raised the issue in front of the government.

Immediately Shri Ram Chandra Reddy stood up and offered 80 acres of land to 80 landless farmers. After that many zamindars started offering the land and this was known as Bhoodan. When he tried to take this idea to entire India this was known as Gramdan where many villagers started offering the land for the redistribution.

Srilankan government adopted majoritarian measure to establish Sinhala Supremacy.in 1956, an Act was passed to recognise Sinhala as the only official language thus diregarding Tamil.
A new constitution stipulated that the state shall protect and foster Buddhism.
Srilankan Tamils felt that none of the major political parties by the Buddhist sinhala leaders were sensitive to their language and culture.
The relations between the Sinhala Nd Tamil communities strained overtime and soon it turned into a civil war.

The Path of accommodation adopted in Belgium by following ways:-
1) Dutch and French speaking ministers shall be equal in the central govt.

2) Many Powers of the central government have been given to state govt. The state govt are not subordinate to the central govt.

 3) Brussels has a separate govt in which both the communities have equal representation.

4) There is a third kind of govt called community govt elected by the people belonging to Dutch, French and German no matter where they live

Power sharing is desirable because of two main reasons. They are

  • Prudential reason: It reduces any chances of conflicts between social groups. By avoiding conflicts, political stability and unity of the country can be maintained. Dictatorship of the majority community can be oppressive for the minority and can even wreck the majority community as well.
  • Moral reason: Power sharing is the true spirit of democracy. Every section of community has the right to be consulted on how they are to be governed. Governance should be carried out keeping in mind the larger interests of each section of the community.

This feeling of nationalism became intense in the Balkan region after 1871. The Balkan region formerly comprised the present-day territories of Romania, Bulgaria, Macedonia, Croatia, Greece, Bosnia-Herzegovina, Slovenia, Serbia and Montenegro. The people in these countries were called Slavs. The disintegration of the Ottoman Empire in the region made the situation very explosive in the region as every state was jealous of one another and hoped to gain independence at the cost of the other. One by one, its European subject nationalities broke away from the control of the Ottoman Empire and declared independence. As the different Slavic nationalities struggled to define their identity and independence, the Balkan area became an area of intense conflict.

During this time, many powerful European nations such as England, France, Russia and Germany competed to gain control in the Balkan region.

This competition for gaining prominence in the region finally led to the First World War in 1914.

The following are the reasons why Mahatma Gandhi in the year 1920 felt the need to launch a broad-based movement:

1. In the year 1919, the Imperial Legislative Assembly passed the Rowlatt Act that granted immense power to the British Government. For instance, the police could detain any political leader for two years without any trail. The main aim of the act was to prevent political activities of Indian Nationalists. People throughout India opposed the law.

2. The Martial law of 1919, that took place in Jallianwalla Bagh at Amritsar, killed hundreds of inno-cent people. As the news spread throughout the country. Gandhi Ji felt the need to launch a widespread movement in India against the new laws of the British government.

The factors that determine the outcome of politics of social divisions are-
1- People's perceptions :- this is the most important factor that decides the outcome of politics of social division. if the people see their identities in singular and exclusive terms then it will lead to social division and violence.
2- Raising the demands by political leaders:- the outcome of polics also depends on how political leaders raise the demands of any community. it is easier to accommodate demands that are within the Constitutional framework.
3- Reaction of government :- the outcome of politics of social division also depend on reaction of government. that how the government reacts to the demand of different groups.
