Nationalism required personalizing a nation. Countries were often portrayed as female to give shape to an abstract idea. Often cultural icons such as trees or aspirational values such as liberty and justice needed icons and preferably female figures to get the message across. The female figure became an allegory of the nation.
E.g. under French Revolution, Justice is generally a blindfolded woman carrying a pair of weighing scales.

In plants cuticle is the layer of wax and cutin that covers the outermost surfaces of a plant. The cuticle is secreted by the epidermis and helps prevent water loss and infection by parasites.
In animals, cuticle is the noncellular, hardened or membranous protective covering of many invertebrates ( the transparent membrane that covers annelids). It is also the outer layer of the skin covering the exterior body surface of vertebrates.

The Chauri Chaura incident occurred at Chauri Chaura in the Gorakhpur district of the United Province, British India on 4 February 1922, when a large group of protesters, participating in the Non-cooperation movement, clashed with police, who opened fire.In retaliation the demonstrators attacked and set fire to a police station, killing all of its occupants. The incident led to the deaths of three civilians and 22 or 23 policemen. the Indian National Congress halted the Non-cooperation Movement on the national level as a direct result of this incident.

No, I do not agree with the statement that tertiary sector is not playing any significant role in the development of Indian economy. The tertiary sector has contributed vastly to the Indian economy, especially in the last two decades. In the last decade, the field of information technology has grown, and consequently, the GDP share of the tertiary sector has grown from around 40% in 1973 to more than 50% in 2003.
