When no of electrons in the valence shell is less than 4, then, these electrons have a tendency to be lost from the atom so that the atom can attain the nearest (penultimate shell) octet. When no of electrons is greater than 4, there is a tendency that the atoms gain electrons in their neighborhood to attain nearest (valence shell) octet. But, when no of valence electrons is equal to 4, gaining 4 electrons is a matter outside the control of the nucleus and losing 4 electrons causes huge energy loss to the molecule, disturbing it's thermodynamic stability. So, here electrons are just shared, and not completely transferred as in the previous cases.
