In 1815,The European powers (Britain,Russia , Prussia and Austria) met at Vienna to draw a settlement for Europe. The Congress was hosted by Austrian chancellor Duke Matternich. Treaty of Vienna of 1815 was made with the object of undoing most of the changes that had come about in Europe during the napoleonic wars.The Bourbon Dynasty was restored to power. A series of states where set up on the boundaries of France to prevent French expansion in future. Thus, the kingdom of Netherlands which included Belgium was set up in the north and Genova was added to Piedmont in the south. Russia was given a part of Poland and Prussia was given a portion of saxony. The main intention was to restore the monarchy that had been over thrown by Napoleon and create a new conservative order in Europe.

In avadh, the peasants were led by Baba Ramchandra. He was a Sanyasi who went to Fiji as an indentured labourer. The movement was against landlords who demanded high rents , force them to do begar etc. The peasants demanded revenue to be lowered, abolition of begar and boycotting of oppressive landlords. In 1920,Jawaharlal Nehru when to award for talking to the peasants and understanding their grievances. By June, Oudh Kisan sabha was set up, headed by Nehru ,Baba Ramchandra and few others.over 300 branches were set up around the region.as the moment spread in 1921, the houses of landlords and merchants were attacked, bazaar were looted. In many places local leaders told peasants that Gandhiji had declared that no taxes where to be paid and land where to be redistributed among the poor.
