I have no opposition to the fact that a majority community like Sinhala rules in Srilanka, but only to a certain extent. Just because it is the numerically major group in the island country, they have got no right to DISREGARD the needs and wishes of the minority communities. Establishing their despotic control over the minorities is not only harmful for the latter, but also for the majority as well. It, ideologically, undermined the unity of the country.

Though a small country, Belgium indeed has a far more complex ethnic composition. About 59% of the Belgian population are concentrated in the Flemish region and are Dutch speakers. Following them comes the French population who constitute about 40% of the whole population and are concentrated in the Wallonia region. The remaining 1% constitute the German speakers who are concentrated in the eastern regions of the country. Unfortunately, there occurred regional disparities between the Dutch speakers who were numerically major but financially minor in Belgium and French who were numerically minor but financially major in the country. Things were even worse in the capital, Brussels with French (80%) and Dutch (20%).

Power sharing indeed has a role in making countries strong and united. It strengthens the foundation of democracy and ensures that power is enjoyed by those who are affected by its exercise and those who have to live by its effects. It not only protects political and social minorities from the tyranny of majority, but also from the danger it causes to the majority as well. It helps accommodate regional diversities and ensure that everyone has a voice in the government. It makes the people feel that they have the right to be consulted on how they are to be governed.

Apart from central and provincial governments, Belgium also has a third kind of govt - the COMMUNITY GOVERNMENT. It is elected by all people of a single language community irrespective of where they lived within the Belgian territory. It is responsible for managing educational, linguistic and cultural issues. It helped accommodate regional diversity and thereby, avoid civil war as in Srilanka.

No. People may have different development goals as they come from different backgrounds, both financially and socially. But that does not mean these goals will necessarily conflict with each other. For example, for an ST (Scheduled Tribe) man, development may be financial as well as social security and for a rural woman, it would be equality in educational, financial as well as social aspects. But, these goals never conflict. Only in some situations like construction of dams would different goals conflict.

Giuseppe Mazzini is considered to be one of the most celebrated Italian Revolutionaries of all time. Born in Genoa in 1807, he became a member of the Carbonari secret society beginning his fight as a revolutionary at a young age. He was sent to exile in 1831 for having attempted a revolution in Liguria, when he was 24. Later he built several secret societies like Young Italy at Marseilles and Young Europe in Berne to spread his revolutionary ideals across Europe. He believed that God intended nations to be natural units of mankind and therefore, with a wish that Italy should no longer remain a patchwork of kingdoms and provinces, he built a coherent programme in the 1830 s visualising his dream for a United Italian Republic.

Federalism is a system of govt wherein power is divided between the central authority and the constituent units of a country. It is of two types based on formation :- 1) Coming Together Federations = Smaller units came to form a bigger unit. Here constituent units enjoy equal power. Eg :- USA, Australia, etc. 2) Holding Together Federations = Country divided its power between central authority and constituent units in a country. Constituent units enjoy unequal power. 2) The new Tory government which came up in Britain in the 1920 s appointed a Statutory commission led by Sir John Simon. The objective of the commission was to look into the constitutional system of India after Non Cooperation Movement and suggest reforms. However, the Simon Commission had a small problem - it was ALL BRITISH and had no single INDIAN member. This indicated Indian inferiority and Indians became furious. As a result, when the Commission arrived in Lahore, India in 1928, it was greeted with black flags and placards saying "SIMON GO BACK!!!". All parties showed significantly equal participation in the protest rally.

1) POONA PACT, 1932 = B.R. Ambedkar, a prominent dalit leader who organized Dalits into the Depressed Class Commission in 1930, clashed with M.K. Gandhi in the Second Round Table Conference in 1931 while demanding seperate electorates for Depressed castes. Gandhiji felt that seperate electorates would slow down the process of their integration with the society. So, he began fasting upto death and ultimately, Ambedkar accepted Gandhiji's superiority. The result drawn led to the Poona pact of September 1932. This pact ensured reserved seats for the Depressed Castes (now, Scheduled Castes or SC) in the legislative councils but they were to be elected by a General Electorate.

1) Need for non cooperation = Gandhiji believed that British invasion and growth was possible in India only due to Indian cooperation. If Indians refused to cooperate, British will leave India in hardly one year. 2) Hindus + Muslims = Gandhiji wanted to unify Muslims and Hindus. So, he merged Khilafat movement to Non Cooperation Movement. 3) Rowlatt Satyagraha = The failure of Rowlatt Satyagraha enraged Gandhiji, so he decided to launch NCM.

The four major forms of power sharing in modern democracies are :- 1) Power sharing between different organs of govt (LEGISLATURE, EXECUTIVE, JUDICIARY) = also called HORIZONTAL power sharing or system of checks and balances. Eg :- "Seperation of power" in Indian Constitution. 2) Power sharing between different tiers of govt = also called VERTICAL power sharing or federal system. Eg :- India (Union list, state list, concurrent list). 3) Power sharing between different social groups = Eg :- Reserved constituencies. 4) Power sharing between political parties, pressure groups, interest groups and movements = Elections, NDA UPA and Left front in India.
