Yes 3 is a rational number because in every number the denominator is 1 but it is written as the number given in numerator for example 3/1 the numerator is 3 and the denominator is 1 and the rational number is in the form of p/q where q is no equal to 0 and in 3/1 the 1 is not equal to zero so that is why the 3 is a rational numerator
