Beacause the poet wants that the boy may understand the situation of loosing something. He doesn't offer him money to buy another ball because he wants the boy to realise that losing something in life is not good at all

Because a dime another ball is worthless at that moment. The poet wants the boy to move ahead in life forgetting all sorrows in this materialistic world. He must also learn to cope up with sorrows.
