Oh I have answered a similar ques. some days ago. Ok,it is decided by huckle's rule. Huckle's rule:- 1)compound should be cyclic planar. 2)It should have the complete delocalisation of pi electrons. 3) If it has 4n+2 pi electrons then it is aromatic. 4)If it has 4n pi electrons then it is anti aromatic.(n=1,2,3,4.....) and if none of thede then non aromatic. Hope it may help you.
