The community government was first originated in Belgium, in community government, a specific person is chosen from a particular religion or caste who represents their community. When this concept was introduced at first there were are a lot of problems and a lot of people had a fight over this because they didn't support the idea of community government. Belgium was the first one to follow this idea, it was a success in Belgium.
