In chloroacetic acid, Cl atom has -I effect . Which attracted O-H bonding electron towards oxygen . So O-H bond dissociates and easily gives H+ ion . In acetic acid -CH3 group has +I effect. Which increases electron density on O-H bond , so acetic acid can't easily donate proton.
