During sunrise and sunset, light rays have to travel a longer distance through the atmosphere than in the afternoon, when the sun is directly overhead. The atmosphere isn't uniform and has a layered structure; this is because as altitude increases, air becomes thinner. Thus, the light rays are continuously refracted till they reach our eye. Refraction of light by these layers can make the sun appear flattened or distorted.

Bcoz during sunrise and sunset the sun is on horizon so the light ray comes from both lower and upper edge due to which sun appears oval and flattened

During the sun rise and sun set the sun is near the the horizon. So it take great time to sunlight to reach us, during this long journey most of the shorter wavelengths blue light scattered away from the atmosphere, and to our eye sight we can only observed longwavelength red colour.

During sunrise or sunset the sun is near the horizon.The rays on the upper part and the lower part of the periphery of the sun bend unequally on travelling through the earth's atmosphere ( due to refraction as the upper layers are optically rarer than the bottom layers ) This is why Sun appears oval ( flattened
