coz Te being heavier element have poor shielding of d and f orbitals and electrons are reluctant for bond formation but thus is not in case of S.

So2 is in +4 state. It has tendency to get oxidised to +6 state as it is more stable in +6 so it is reducing agent. In TeO2 stability of +6 state decrease due to inert pair effect so it is oxiding agent.
