Guys, it's not necessary that every mental person is a serious psychopath murderer ,according to an online article most countries have denied the right to vote (I couldn't find those who haven't), I doubt if NCERT has mention that too(in case of India especially). I think those people have the right but I also think those people are not in condition to vote, that's why their names aren't given to Voter's list and hence they don't vote . I don't think and I don't know that the Indian constitution has mentioned that "mentally ills cannot vote" and it's also like "equality before law" as long as your not a terrorist or criminal but in those cases some rights are granted too, and no law says that an ill person should be exempted from those rights which are granted to all Indians from the very beginning. And because this right of voting could be denied to a person who is a "serious" criminal and as I mentioned not every mental person is a serious psychopath murderer so you cannot take their rights away from them.
