This is due to the coulomb's law ie
{tex}\frac1F=\;\frac1{4\mathrm\pi\in\mathrm o}\frac{q_1q_2}{r^2}{/tex}
This is called coulomb force and it acts along the line joining the particles. If charge 1 and 2 are of same nature ,the force is repulsive otherwise it is attractive.
