Because chlorobenzene has SP2 hybridised carbon whereas cyclohexylchloride has SP3 hybridised carbon. So SP2 carbon has greater electronegative than SP3 carbon . Thus SP2 hybridised carbon in chloro benzene has less tendency to release electrons to Cl than SP3 hybridised carbon . Hence C-Cl bond in chloro benzene is less polar than in cyclohexylchloride.
