In federal form of government most of the powers except power related to international affairs are delegated to provincial government. The powers of respective levels of governments are clearly defined by the Constitution. Besides the revenues for each level of government is also clearly specified to ensure financial autonomy. Such form of government exists in USA,India and belgium where powers are shared between Central and state government. Unitary form of government is different from the federal form of government in the sense that in unitary form of government powers remained at Central place and Central government have the authority to make all the decision. Through provincial governments also exist, but they are act on the orders are directions of Central government. Sri Lanka and Britain are examples of unitary form of government.

Till the First World War the industrial growth was very slow as the early cotton mills in India produced coarse cotton yarn rather than fabric. Only imported yarn was of the superior variety. By the first decade of the twentieth century, a series of changes affected the pattern of industrialization. Industrilisation in India began shifting from yarn to cloth production. The industrial pace in India changed drastically because:

  1. During First World War British mills were busy with war production to meet the needs of the army, Manchester imports into India declined. Due to this reason Indian mills had a vast home market to supply.
  2. As the war prolonged Indian factories were called upon to supply war needs.
  3. New factories were set up and old ones ran multiple shifts. Over the war years industrial production boomed.
