Consequences of majoritarian policies adopted by Sri Lankan Government were:

  1. Tamils felt the government was not sensitive about Tamil language and culture because Sinhala was declared the official language.
  2. Tamils felt discriminated against securing jobs and education which were given preferentially to the Sinhala speakers.
  3. Tamils felt the government was practising religious discrimination because the State fostered Buddhism. Relations between Tamils and Sinhalese thus became strained.
  4. By 1980s several political organisations were formed demanding an independent Tamil State in northern and Eastern part of Sri Lanka.
  5.  Majoritarianism measures adopted to establish Sinhala dominance over the Sri Lankan Tamils led to widespread conflicts ending in civil war.

Federalism is a system of government in which powers have been divided between the centre and its constituent parts such as states or provinces. It is an institutional mechanism to accommodate two sets of politics, one at the centre or national level and second at the regional or provincial level.

. Forests in India are the home to some of the traditional communities. To secure their own long term livelihood, local communities have been struggling to protect their habitats. By citing the Wildlife Protection Act, villagers have fought against mining in Sariska Tiger reserve. In the Himalayas, afforestation with indigenous species was carried out through the famous Chipko Movement. The community managed to resist the deforestation in some places. In the state of Rajasthan (Alwar), 1200 hectares of forest have been declared as Bhairodev Dakav ‘Sonchuri’ by the inhabitants of five villages. They protect the wildlife against any outside encroachments with their own rules and regulations. They do not allow hunting of animals By avoiding the use of synthetic chemicals, diversified crop production was achieved by farmers and citizens groups like Beej Bachao Andolan in Tehri and Navdanya. Through involvement of local communities, degraded forests have been restored and managed through the Joint Forest Management (JFM) Programme. The first resolution for joint forest management was passed by Odisha. From 1988, this programme has been in existence. As per JFM, local (village) institutions are formed to undertake protection activities managed by the forest department in the degraded forests. In return for their protection activities, intermediary benefits like share in the timber harvested by successful protection, and non timber forest produce are given to the members of these communities.

The reasons why this sector is gaining importance can be summed up in the following points:

  1. Service sector can be considered as the lifeline for other two sectors of the Indian economy as they help in the functioning of both primary and secondary sectors. Services like banking, transportation, insurance are required for the successful functioning of other two sectors.
  2. The development of agriculture and industry leads to the development of services such as trade, transport, storage, etc. Greater the development of the primary and secondary sectors more would be the demand for such services.
  3. Rise in income levels which has resulted in increasing demand for services like eating joints, private hospitals, shopping, tourism, professional training etc. This change is quite sharp in cities, especially in big cities.
  4. Over the past decade or so, certain new services, such as those based on information and communication technology have become important and essential.
  5. Government policy of privatisation has also led to the growth of the service sector.
  6. A large number of workers are engaged in services, such as small shopkeepers, repair persons, transport persons, etc.
  7. However, the entire sector has not grown. Large numbers of people engaged as construction workers, maid, peons, small shopkeepers, etc., do not find any change in their life.
