Water scarcity is the lack of sufficient available water resources to meet the demands of water usage within a region.
The increase in water demand is a contribution of various factors including growing population, increased agricultural needs, industrial use and for electricity production.

Ordinary citizens can stregthen democracy in the following ways:
- Citizens should their right to vote to help in the preocess of electing the governemnt.
- People in a country should oppose the wrong policies of the government.
- Citizens must learn to tolerate differences and views of all others who disagree with them. Citizens must accept the principle of mutual tolerance and dissent.
- Citizens must act with the sense of discipline and responsibility. They have a right to express their dissent. They must express their grievance through channels provided by the democratic system.
- Citizens must participate and seek to influence the public opinion. This, can happen only when they are well informed on civic matters.

Pipeline transport network is the new mode of transport these days. In the past, pipelines were used to transport water to cities and industries. Now, these are used for transporting crude oil, petroleum products and natural gas from oil and natural gas fields to refineries, fertilizer factories and big thermal power plants. Solids can also be transported through a pipeline when converted into slurry.

Paul Bernard was an influential writer and policy maker. His ideas were:
- the economy of the colonies needed to be developed.
- He argued that the purpose of acquiring colonies was to make profits. So If the economy was developed and the standard of living of the people improved, they would buy more goods.
- The market would consequently expand, leading to better profits for French business
- Bernard suggested that there were several barriers to economic growth in Vietnam: high population levels, low agricultural productivity and extensive indebtedness amongst the peasants.
- To reduce rural poverty and increase agricultural productivity it was necessary to carry out land reforms.

(i)Formal sector loans are such loans which are taken either from the banks or the co-operatives. While informal sector loans are those which are taken from moneylenders, traders, employers, relative and friends.
(ii)In the case of informal sector of loans, the rate of interest is quite high. On the other hand the rate of interest in informal sector is very low.
(iii) In formal sector of loans, there is no exploitation unlike the informal sector of loans. In the informal sector, the trader would buy the produce of the farmers at lower price but a bank would never resort to such tactics.

- People should get a chance to choose their representatives without any fear.
- Elections are held periodically on the basis of universal franchise.
- Free and fair elections are conducted by an independent machinery.
- The elected representatives are accountable to the people.
- There is more than one political party which competes for power.
- Pressure and Interest groups play a prominent role in the system.
- People are guaranteed fundamental rights like right to life, liberty, equality and religion by the constitution.
- The constitution provides for an independent and impartial judiciary, which protects the rights of the people.
- There should be a strong Opposition which should act as a watchdog on government both inside and outside the Parliament.
- There should be an enlightened public opinion so that people can put pressure on government.
- The constitution provides for a written set of roles, which divides power between the Centre and the state.
- Freedom of the press should be allowed.

The main political problem in Belgium was the issue of power sharing between the Dutch speaking and French speaking people. In Belgium, 59% people speak Dutch and 40% people speak French. However, in the capital city of Brussels, 80% people speak French while 20% people speak Dutch. The minority French speaking population was rich and powerful which was resented by the Dutch speaking people.The latter got benefited by the economic policies quite late. This issue resulted in tensions between the Dutch and French speaking people in the 1950's and the 1960's.
