Resource planning is a complex process in India because of the following reasons:

1. Resource planning involves first identifying of resources which are available in different parts of the country. This is not a easy process as it invoves surveying and mapping various regions of the country. Then, the quality and quantity of the available minerals is also needs to be estimated.

2. Resource planning is a complicated process as it involves the use of appropriate technology, skill sets and setting up of many institutions for the execution of resource development plan.

3. One of the daunting tasks is to match and align resource developemnt plans with national development plans.

The British ruled India to promote their own interests. In doing so they often subordinate Indian welfare to British gain. The Indians realized gradually that their interests were being sacrificed to those of British interests. This clash of interests was the root cause of the rise of the nationalist movement. In the 20th century new forms of nationalism emerged. Hitler based German nationalism on racial purity, authoritarian rule, and Germany 's mythic pre-Christian past. After the Second World War, most of the new forms of nationalism were driven by independence movements in the wake of de-colonization.

1.The First World War ended with the defeat of Ottoman Turkey.
2.There were rumours that a harsh peace treaty was going to be imposed on the Ottoman emperor—the spiritual head of the Islamic world—the Khalifa.
3.To defend the Khalifa’s temporal powers, a Khilafat Committee was formed in Bombay in March 1919.
4.A young generation of Muslim leaders like the Ali brothers, Muhammad Ali and Shaukat Ali, began discussing with Mahatma Gandhi about the possibility of a united mass action on the
  issue.
5.Gandhij i saw this as .an opportunity to bring Muslims under the umbrella of a unified movement called ‘Khilafat and Non-cooperation Movement’.

The Khilafat Non-Cooperation Movement was launched by the Indian national Congress in 1920 under the leadership of Gandhi. Main causes for launching the Non-cooperation Movement were:

  1. The treatment meted out by the British government to the Caliph of Turkey disturbed the Indian Muslims as he was seen as their religious head. As a result, they started the Khilafat Movement.
  2. Gandhi saw this as an opportunity to achieve the much desired Hindu-Muslim unity. He advised the Khilafat Committee to adopt a policy of non-cooperation with the British government. The Khilafat leaders agreed and campaigned accordingly. Thus, the Khilafat Movement furthered the cause of the Non-cooperation Movement.
  3. The Rowlatt Act of 1919 authorised the British government to arrest and imprison any person without trial and convict him in a court. Also, the Act implied severe restrictions on movements of individuals and suspension of the Right of Habeas Corpus. This was seen as a major breach of trust by Indians who were expecting the British to deliver on their promise of providing self-government. Gandhi appealed to the Viceroy to withhold his consent to the Act but his plea fell on deaf ears.
  4. The Jalianwala Bagh massacre and the subsequent British reaction to it was a watershed event in the Indian freedom struggle. It led to a huge furor all over the country and hardened the Congress resolve to attain self government.
  5. The Rowlatt satyagraha had been a widespread movement, it was still limited mostly to cities and towns. Gandhi now felt the need to launch a more broad-based movement in India which finally resulted in the launching of the Non Cooperation movement.

It is not strange. Our Constitution makers where aware of the concenpt of deralism. But, intentionally, they did not talk about it. This was because our democracy was passing through a nascent stage where they had to take steps to consolidate different free princely states. If they had been given more autonomy, we might have faced many divisions of our country. They supposed that with maturity of democracy, proper changes will be brought in the Constitution to make the nation more federal. So they left this issue to the people and future leaders to decide about.

Although agriculture and commerce are the state subjects we have ministers of agriculture and commerce at the union because of the wider prospect of these subjects regarding inter-state trade. So a uniform policy has to be legislated.
Secondly, the agricultural and economic experts are part of the Planning Commission. So we require agricultural and commerce ministers in the Union for “policy making”.

The cotton textile industries were mainly concentrated in the cotton growing belt of Gujarat and Maharashtra, in the early years because -

1. The moist climate of the area helped in the growth of cotton. So raw cotton was readily available in the area.

2. There were ports nearby  so the manufactured goods could be easily transported.

3. There was enough labour force in the area. There were farmers, cotton ball pluckers and workers who did the work of spinning, weaving, dyeing, tailoring and sewing.

4. It was easy to access the markets for finished goods from here.

5. Other supporting industries involved in manufacturing dyes and packaging materials were available in the area.

The manufacturing sector is considered as the backbone of the economic development of the country because of the following reasons:
(i) Manufacturing sector helps in modernising agriculture which increases agricultural productivity.
(ii) Since a huge portion of India's population is dependent upon agricultural income, the manufacturing sector diminishes the heavy dependence of people on agriculture and provides jobs to a large number of people in the industrial as well as the service sectors.
(iii) It reduces poverty as well as unemployment from the country. The development of the manufacturing sector also aims to minimise regional disparities by setting up industries in tribal and backward regions of the country.
(iv) The export of manufactured goods expands trade and commerce.
