  •  Horizontal Division of Power- It is the sharing of power among the different organs of government, for example, power sharing by the executive, the Legislature and the Judiciary. In this type of power-sharing arrangement, different organs of government, placed at the same level, exercised different powers. Such a separation ensures that none of the organs can exercise unlimited power, thereby putting a check on each other.
  •  Vertical Division of Power- It is a system of power sharing among governments at different levels. For example, a general government for the entire country and governments at provincial or regional levels. In India, we refer to it as the Central Government, State Governments, Municipality, Gram Panchayat etc. The Constitution lays down the powers of different levels of government.

In October 1929,  Viceroy Lord Irwin, announced an offer of 'dominion status' for India. It was a vague statement which proposed to grant a dominion status in an unspecified future. It proposed to hold a round table conference to discuss a future constitution. These provisions did not satisfy the Congress leaders. At this time Jawaharlal Nehru and Subhash Chandra Bose were the radical leaders who became more assertive. The liberals and moderates gradually lost their influence as they were proposing a constitutional system within the British dominion.( i think it is sufficient ☺️)

Indian congress rejected the vague offer of dominion status by lord Irwin because it was constituted by Tory government in Britain and the problem was that it did not have a single Indian member. Hope it helps you??

Mere availability of resources does not necessarily guarantee economic development, this is because of the following: a. There are certain regions which are rich in resources but aren't economically developed.Along with resources, it is imperative to have appropriate technology to ensure optimum utilisation of resources. b. Regions along with resources require proper institutional set up to make sure that resources are put to use for the development progarmmes. c. One requires quality human resource as well to ensure proper utilisation of resources. d. Most importantly, political will, effective implementation mechanism is also required to ensure economic development. e. We may give example of North east sates which are fairly rich in mineral resources but are considered to be underdeveloped because of lack of appropriate technology, instability in the region etc. f. On the other hand there are regions which do not have adequate resources but are developed because of the initiative on part of the state governments to import technology .For  example  Bangalore, which does not have abundant resources but  is an IT hub. We may also give example of Delhi, one of the developed regions of India, lacks natural mineral resources but has one of the best infrastructure.Also being the political capital of the country OR More availability of the resources will not bring the economic development bcoz if any industry wants to establish themselves in that area where the resources are in plenty then they also have to find the cheap labours in that area.
