Rowlatt Act of 1919 is known as the black act or law as it severely curtailed civil liberties.  The law made it possible for the British government to jail anyone suspected of plotting or overthrowing the government in jail even without a trial and to try them without any jury.  The act also allowed the British government to arrest Indian political leaders without any trial or warrant.  The Rowlatt Act of 1919 was enforced on the Imperial legislative council despite opposition by Indian leaders.

(i) Even before the factories began to be set up, there was large scale industrial production for international market. This period was referred as the period of proto-industralisation.
(ii) During this period merchants from towns in Europe began moving to the country side, supplying money to peasants and artisans, persuading them to produce for an international market.
(iii) With the expansion of world trade and the acquisition of colonies in different parts of the world, the demand for goods began growing. But the merchants coultl not expand production within towns.
(iv) The urban crafts and trade guilds became powerful and exercised monopoly right to produce and trade in specific products.
(v) It was difficult for new merchants to set up business in towns. The proto-industrial system was part of a network of commercial exchange.

This was because the urban trade groups and guilds were very powerful. This was a group of producers who regulated prices, labour, trained craftspeople and also regulated competition. They  prevented coming of new people into trade. Also the rulers gave some trade groups monopoly rights to trade in specific products. Thus it was difficult for merchants to set up business in towns so they turned to villages.

In 1815, the representatives of the European powers - Britain, Russia,Prussia and Austria wanted to establish long-lasting peace and stability after they defeated Napolean.

Thus, they drew up the Treaty of Vienna of 1815 with the intenstion of undoing most of the changes brought about during the Napoleonic wars and creating a new conservative order in Europe.

  • The Bourbon dynasty was brought back to power and France lost the territories it had annexed under Napoleon.
  • To prevent the French evasion, a series of states werre set up on the boundaries of France.
  • This lead to the setting up of kingdom of the Netherlands (inclusive of Belgium) in the north and the kingdom of Genoa (added to Piedmont) in the south.
  • Prussia was given important new territories on its western frontiers, while Austria was given control of northern Italy.
  • However, Napolean's German confederation of 39 states was left untouched.
  • In the east, Russia was given part of Poland while Prussia was given a portion of Saxony.

When power is taken away from the Central and State governments, and given to the Local governments, it is called decentralisation.

(i) The basic idea behind decentralisation is that there are a large number of problems and issues which are best settled at the local level. People have a better knowledge of problems in their localities. They also have better ideas on where to spend money, and how to manage things more efficiently.
(ii) At the local level, it is possible for the people to directly participate in decision, making. This helps to inculcate a habit of democratic participation. Basically the local government is the best way to realise one important principle of democracy, namely the Local Self-Government.

Primary sources are created as close to the original event or phenomenon as it is possible to be. For example, a photograph or video of an event is a primary source. Data from an experiment is a primary source.  Secondary sources are one step removed from that. Secondary sources are based on or about the primary sources. For example, articles and books in which authors interpret data from another research team's experiment or archival footage of an event are usually considered secondary sources. Tertiary sources are one further step removed from that. Tertiary sources summarize or synthesize the research in secondary sources. For example, textbooks and reference books are tertiary sources.

Primary sector:
When we produce goods by exploiting natural resources, it is an activity of the primary sector.

Secondary sector:
Covers activities in which natural products are changed into other forms through ways of manufacturing, it is also called as industrial sector.

Tertiary sector:
These are the activities that help in the development of the primary & secondary sector. These activities by themselves do not produce good but they are an aid and support to the production process. Example: Transportation-Goods that are produced in the primary sector need to be transported by trucks or trains and than sold in the wholesale and retail shops; Storage—at times it is necessary to store these products in godowns, which is also a service made available. Communication -talking to others on telephone); Banking-borrowing money from the banks. Since these activities are generate services rather than goods it is also called Service sector.

Different social groups joined the Civil Disobedience Movement. Three of them are listed below.

➡ Rich peasant communities like Patidars of Gujarat and Jats of Uttar Pradesh - joined the movement because, being producers of commercial crops, they were hard-hit by depression and falling prices. For them, Swaraj meant struggle against high revenues.

➡ Poor peasants joined the struggle because they found it difficult to pay the rent. They wanted the unpaid rent to be remitted.

➡Rich business classes were against colonial policies which restricted trade. They joined the movement because they wanted protection against import of foreign goods. They thought that Swaraj would cancel colonial restrictions and trade would flourish without constraints.

For middle classes in cities, the call of Swaraj led to boycott of government institution. In town the movement was relatively peaceful. everyone students, headmasters and lawyers left their jobs. The council elections were boycotted in most provinces. foreign products and clothes were boycotted and burnt, so the movement slowed down gradually due to lack of alternatives.

For the peasants and tribals, Swaraj meant not only freedom from British rule, but also at the hands of landlords. So they organized themselves and demanded reduction of revenue and abolition of beggar. in the countryside there were the houses being attacked. So the tribals started guerilla resistance movements they had been deprived of access to forest and its resources.
