In both countries, there could be tension and conflict between different ethnic groups. In Belgium, the majority community of Dutch-speaking people could try to dominate the French and German-speaking people. This could lead to conflict — specially in Brussels. Brussels could have been partitioned as the ratio of the Dutch and the French was different from the rest of the country.
In Sri Lanka, the Sinhalese people, already in majority, could try further to dominate the Tamil-speaking people. It could even lead to a war.
Thus, size and population do not matter. Ethnic divisions, if not handled with patience and common sense, can lead to a civil war, division of the country and conflict between communities.

There are many facilities which need to be provided for everyone. These are known as public facilities, for e.g. schools, healthcare, colleges, electricity, sanitation, public transport, safe drinking water, etc. The Constitution recognizes that the right to water is a part of the Right to Life under Article 21. So, it is the government’s duty to provide safe drinking water to every citizen.
An essential role is played by public services and facilities in providing support services to create sustainable, healthy, viable, and cohesive communities. So that they can overcome social barriers and can achieve something. Those facilities which are not possible for any individual to access at economic cost are mainly termed as facilities provided by the state. Hence, the government provides such facilities to the public to ensure the quality of life. There are many public facilities, the government provides in day-to-day life. The government has to ensure universal access to a public facility. The government has to provide a facility either without a charge or at a charge which is affordable to the masses. One important characteristic of a public facility is that once it is provided with its benefit can be shared by many people. For example; if a school comes up in a locality, many children are benefited from that school. Similarly, if a road is built through a village then many people are benefited from the road.

They did not tolerate criticism and dissent, and sought to curb activities that questioned the legitimacy of autocratic governments. Most of them imposed censorship laws to control what was said in newspapers, books, plays and songs and reflected ideas of liberty and freedom associated with the French revolution.

A wide variety of social groups responded to the call of Non-cooperation and Swaraj given by Mahatma Gandhi during the Non-Cooperation Movement. Inevitably, each of their interpretations of the concept of Swaraj differed from one another.
In the cities, students left government controlled educational institutions, teaching professionals resigned, and lawyers gave up their practices. Also, in many provinces except Madras, council elections were boycotted. Foreign manufactured goods were boycotted, liquor shops were picketed, and foreign cloth was thrown into huge bonfires. In many places merchants and traders refused to conduct commerce in foreign goods or finance foreign trade.
In the rural areas, the idea of Non-cooperation was interpreted as a fight against the landlords and talukdars who levied very high rents and other cesses on the peasants. In pursuance of self-rule, the peasants demanded reduction in revenue, abolition of the system of begar and boycotted exploitative landlords. Nai-dhobi bandhs were also organised by panchayats to deprive landlords of the services of barbers and washermen. In the tribal areas of India, the message of Swaraj was translated into militant guerilla movements against the exploitative policies of the British administration. The working class too interpreted the concept of Non-cooperation in their own way. The plantation workers of Assam saw it as a way of countering the draconian Inland Emigration Act of 1859 which disallowed them from leaving the plantation premises without permission. The plantation workers rebelled against this under the pretext of Non-cooperation and sought to retain a link with their place of origin.

The word ‘federation’ has not been used in the constitution of India, but the Indian Union was formed on the basis of federalism.
The Constitution originally provided for a two-tier system of government. The Union Government or Central Government represents the Union of India and the State governments represent the provinces. Later, a third tier was added in the federation; with the formation of Panchayats and Municipalities.

Nationalism and the idea of the nation-state emerged within the culturally and regionally diverse groups of Europe. Due to industrialization and transformation of society there emerged a middle class consisting of businessmen, working professionals, industrialists, labourers and working class people. Out of these, the educated people thought of uniting the culturally compatible sections of people in Europe. This led to nationalism and emergence of the idea of the nation-state.

India a federal country because of the following reasons:
- There are levels of governments—Central Government, State Government and Local Government.
- Each level of government administers over the same region, but they have their own jurisdiction in matters of administration, taxation and legislation.
- The Government at each level derives its power from the Constitution of the country. Thus, the Central Government cannot easily dilute the powers of the State or Local Governments.
- The basic principles of the Constitution and the rights given to the people cannot be changed by only one tier of the Government. It requires the consent of governments at both levels.
- Both levels of the Government can collect taxes from the people according to the guidelines of the Constitution of the country.
- The Indian Constitution contains three lists which contain subjects in which the Union and the State Governments may form laws. Only central government can make laws in the Union List and state government in the state list. Subjects related to the interests of both Central and State Governments are included in the concurrent list.
