- It is not easy to make changes to power sharing of power between the Union Government and the State Government.
- The Parliament cannot on its own change this arrangement.
- Any change to it has to be first passed by both the houses of Parliament, with at least two- thirds majority.
- Then it has to be ratified by the legislatures of at least half of the total states.

Federalism is a type of government in which the power divided between the national and states.
Holding together federation is a form of government.
In this form of government, a large country tries to divide its powers between the central government and its states.
Some of the constituent states hold unequal powers as they get special status.
Central Government can dismiss the opinions of the state government.
Some of the countries, including India, Belgium, and Spain, are part of holding together federation.

The basic idea behind decentralisation is that certain problems of the people can be effectively solved by the local bodies as the latter has a better idea of the problems which are faced by people at the local level. It is true that for development, people look at a mix of goals, e.g. :
(i) If women are engaged in paid work, their dignity in the household and society increases. So dignity is an important goal.
(ii) However, it is also the case that if there is respect for women there would be more sharing of housework and greater acceptance of women working outside.
(iii) A safe and secure environment may allow more women to take up a variety of jobs or run a business. These are goals other than income. Hence development goal is not only for better income but for other important things in life.

Large scale participation of women was an important feature of the Civil Disobedience Movement. During the Salt March, thousands of women came out of their homes to listen to the speeches of Gandhi. women participated in protest marches, manufactured salt, and picketed foreign cloth and liquor shops. Many went to jail. While women of high caste families participated from urban areas, in rural areas they came from rich peasant households.
But this did not bring about any radical changes in the positin of women. For a long time the Congress was reluctant to allow women to hold any position of authority within the organisation.

The principle of sustainable development should be followed while utilizing resources. Sustainable development can be defined as careful utilisation of resources to meet the requirements of the present generation as well as that of the future generation. Some common ways in which we can conserve resources are

- Dravidians came to India before the Aryans. They spoke Dravidian language.
- They were the inhabitants of the Mohen-jo-daro culture. The Dravidians worshipped the mother as a ‘goddess’ and Shiva as a ‘God’.
- The tradition of worshiping with incense stick, lamp and ‘aarti’ are considered as the greatest gifts of the Aryans.
- They had matriarchal system of family and they were perfect in the art of weaving, spinning, dyeing and arts.
- After the Aryans settled in north India, the Dravidians shifted to North India. Toady they speak Dravidian- family languages like Tamil, Telugu, Kannada and Malyalam.

- According to most historians, the Aryans came into India in around 1500 BCE from central Asia. They were war-like people.
- The Aryans worshipped the relief features and the forces of nature like trees, rivers, mountains, Sun, wind and rain. They composed hymns for praying various natural elements.
- The Nordic Aryans were the creator of the Indian culture.
