The division of power between the Central and State Governments is done in a three fold distribution of legislative powers between the Union and the State Governments.
There are three lists - Union List, State List and Concurrent List.
(i) Union List: It includes subjects of national importance, e.g., defence of the country, foreign affairs, banking, communication and currency. The Central Government alone can make decisions on these matters.
The aim of including these matters in Union List is to ensure uniformity in the policy of these areas throughout the country.
(ii) State List: It consists subjects of state and local importance such as police, trade, commerce, agriculture and irrigation. The State Governments alone can make laws and decisions on these areas.
(iii) Concurrent List: It includes those subjects which are of common interest to both the Central as well as State Governments. It includes matters like education, forests, marriage and trade unions. Both the State and Central Governments can make decision on these matters.

The book Hind Swaraj was written by Mahatma Gandhi in 1909. In it his views on Swaraj, modern civilization and mechanization have been expressed. In this book he declared that British rule was established in India with the cooperation of Indians, and had survived only because of this cooperation.

The impact of globalisation on workers and small producers in India is as follows:
(i) Small-scale producers have been adversely affected by globalisation because they are not able to compete with MNCs or other big producers.
(ii) These small-scale producers could not keep their cost of production low and hence, they lost their markets.
(iii) Globalisation and the pressure of competition significantly impacted the lives of workers in India. The producers could not sell their commodities at competitive prices and had to lessen production.
(iv) Since the quality and cost of raw materials could not be diminished, exporters tried to lessen their expenditure on labour. Many workers lost their jobs due to this.
(v) Workers were only employed on a temporary basis as opposed to employing them permanently. They were also paid low wages and had to work for long hours on a regular basis without getting any employment benefits.

MNC's play an important role in the globalisation process. They compete with the local producers directly even after being miles apart, thus integrating the markets. Their working leads to exchange of investments and products which leads to interconnection between diverse countries.

Temperature: The ideal temperature for the cultivation of sugarcane is 27°Celsius.

Rainfall: 100 cm to 175 cm rainfall is ideal for sugarcane production. In tropical and sub-tropical or regions sugarcane is grown abundantly due to the lengthening of the period of rainy season. Frost is injurious to sugarcane. It can be grown nicely on sea coast as salty wind is good for its fertility for the cultivation of the crop.

Soil: Loamy fertile soil mixed with salt and lime is good for sugarcane production.

Land: Plain land or gentle slope is ideal for sugarcane cultivation. Uttar Pradesh is the largest producer of sugarcane in India, followed by Punjab, Haryana, Bihar, Maharashtra, Andhra Pradesh and Tamil Nadu.
