The Non-Cooperation Movement spread to the countryside. The following points state its spread
(i) In Awadh, peasants under the leadership of Baba Ram Chandra revolted against the talukdars and the landlords who demanded very high rent and different taxes from them. The peasant demanded reduction of revenue, abolition of begar and social boycott of oppressive landlords. In many places, local leaders told peasants that Gandhiji had declared that no taxes were to be paid and land was to be redistributed among the poor.
(ii) In the Gudem hills of Andhra Pradesh, a Militant Guerrilla Movement spread. The colonial government had closed large forest areas which affected the livelihood of the forest people. When the government forced them to contribute begar or free labour, they revolted. Alluri Sitaram Raju inspired by Gandhiji’s ideals came to lead them and the Gudem rebels attacked police stations and carried on guerrilla warfare for achieving Swaraj.

Rights : Rights are necessary for the very sustenance of a democracy. In a democracy every citizen has the right to vote and the right to be elected to government. People also enjoy the right to express their opinion, form political parties and take part in political activities. Rights protect minorities from the oppression of majority. (ii) Power sharing -Democracies accommodate diversities by following the principle of powersharing. In a democracy power is shared among different communities, people belonging to different ethnic composition (in Reservation of seats in the Parliament: To protect the rights of the weaker sections some democracies follow a system of reservation of seats in the parliament. For example : in India some constituencies are reserved for people who belong to the Scheduled Castes and Scheduled Tribes. (iv) Dignity and Freedom to Women : Most of the democracies of the world treat women equal, and provide all the rights to women, These rights have a legal base. So it becomes easier for women to wage a struggle against the male-dominating society. Caste System in India : Democracy in India has strengthened the claims of the disadvantaged and the discriminated castes for equal status and equal opportunity. As democracy is the government of the people, so one expect democracies to reduce economic disparities. Most of the democracies of the world have failed on this issue. In most of the democracies, a small number of ultra rich enjoy a highly disproportionate wealth and income. Their share in the total income of the country has been increasing. Those at the bottom have little to depend upon. In actual life, democracy do not appear to be very successful in reducing economic inequalities. You can take the example of India where even after more than 60 years of democratic government more than 26 per cent of the population still lives below the poverty line. The poor constitute a large proportion of our voters, and no party will like to lose its votes. Yet democratically, elected governments do not appear to be as keen to address the question of poverty as one would expect them to. The situation is much worse in some other countries. In Bangladesh, more than half of its population lives in poverty.

Different social groups joined the Civil Disobedience Movement. Three of them are listed below.

  • Rich peasant communities like Patidars of Gujarat and Jats of Uttar Pradesh - joined the movement because, being producers of commercial crops, they were hard-hit by depression and falling prices. For them, Swaraj meant struggle against high revenues.
  • Poor peasants joined the struggle because they found it difficult to pay the rent. They wanted the unpaid rent to be remitted.
  • Rich business classes were against colonial policies which restricted trade. They joined the movement because they wanted protection against import of foreign goods. They thought that Swaraj would cancel colonial restrictions and trade would flourish without constraints.

However, it faced opposition from the aristocracy and military. Also, as it was dominated by the middle classes, it lost its mass support base. In the end, it was forced to disband on 31 May, 1849.
