The inherent defects of Weimar Republic were:
- The system of proportional representation made it difficult for a one party to achieve a majority. This lead to a rule by coalitions.
- Article 48 gave the President the power to impose emergency, suspend civil rights and rule by decree.
These defects lead to Weimar Republic having twenty different cabinets lasting on an average 239 days. As a result, Weimar Republic was unstable and vulnerable to dictatorship.

1. They introduced the system of centralized planning. Five year plans were drawn to promote economic growth which led to rapid increase in industrial growth.
2. An extensive schooling system was developed.
3. Provisions were made for factory workers to enter in the university.
4. Crèche were made in the factories.
5. Cheap public healthcare was provided.

Rule of law means every individual in a democracy should abide by the law, or a constitution which is made. It also includes that no person would violate the laws. Thus, rule of law governs a state in democracy.
Respect for rights mean that every citizen of a democratic state is provided with some important rights and it is a duty of everybody to respect each other’s rights and comply with them.

• The population of France rose from about 23 million in 1715 to 28 million in 1789. This led to a rapid increase in the demand for food grains. Production of grains could not keep pace with the demand. So the price of bread which was the staple diet of the majority rose rapidly.
• Most workers were employed as labourers in workshops whose owner fixed their wages. But wages did not keep pace with the rise in prices. So the gap between the poor and the rich widened.
•Things became worse whenever drought or hail reduced the harvest. Shortage of food grains led to price rise, riots and death. It is called subsistence crisis, something that occurred frequently in France during the Old Regime.

The International Monetary Fund (IMF) and the World Bank lends money to governments as per the situation. These organizations are association of different countries. Initially, they came into origin because of initiative of the developed and powerful countries. The power equation in these organizations depends on the relative amount of fund received by a particular country. Since USA is the largest contributor of funds, hence it enjoys the maximum power. There are times when a decision made by the world bodies may not be democratic at all.

The circumstances which led to the outbreak of revolutionary protest in France were a combination of social, economic, pontical and Intellectual circumstances. These are discussed below
The social order consisted of many inequalities. The privileged classes were the clergy and noblemen, the First and Second Estate respectively. They were exempt from paying taxes. The rest of the Citizens belonged to the Third Estate and constituted the majority of the population They did not have any political rights or social status, but paid all the taxes. So, they were very discontented.
There was a financial crisis as the king’s treasury was empty. The king’s luxurious style of living and involvement in wars had made France very poor There was no money to feed the poor when there was a bad crop.
The king ruled like an autocrat and the people had no voice in any decisions. The Estates General (French Parliament) had not been convened for many years. The administration was inefficient, corrupt and disorganised.
At that time a number of philosophers refuted the theory of the divine right of kings to rule. They proclaimed a doctrine of sovereignty of the people and equality of all men. They stoked the fires of discontent by exposing the evil actions of the king and nobility.
