No this information is not sufficient to tell us whether a blood group is dominant or recessive. Because In general A is dominant blood group and O is recessive. So the Blood group O can only express itself in Homozygous condition . If the Daughter have O blood group so it might be that her father have AO blood group but mother have OO blood. so In this case the Recessive Blood group can be expressed . That's why daughter have O blood (Recessive )group......
