Absolute refractive index of a medium is defined as the ratio of the velocity of light in vacuum to the velocity of light in the medium. If c is the velocity of light in vacuum and v in the medium, then n = c/v. The relative refractive index between a pair of media is the ratio of their absolute refractive indices.

Absolute refractive index is the rate of refraction of light from air to another medium. While relative relative refractive index is rate of refraction of light from one medium to another

Absolute refractive index is the ratio of speed of light in air/vaccum to the speed of light in another medium, whereas relative refractive index is the ratio of speed of light in one medium to the speed of light in another medium.
