"One may be development and one may not be development " The statement justify that there are many people in the surrounding and all the people have different problems and different needs .One may be development and one may not be development.

We can take an example like if the government authority wish to build a dam on a river For the development of country so it is considered as a development for the people coz they will get electricity through it and saveral other things too but on the other hand it cannot be considered a development for the people who lives there on the bank of that river what we call them tribal communities coz they are completely dependent on the natural resources i.r the river on which the government wish to build a dam so development for one cannot be considered development for other.
