Surface tension is a property of a liquid that makes it behave as if its surface is enclosed in an elastic skin. So, being a "surface" property, we often consider calculating it as the responsive force exerted by the surface molecules of the fluid along A UNIT LENGTH of the surface where the impact of external force is seen. So, surface tension S is F/L which, in SI units, is N/m and it's dimensions are [MT^-2]. Hope it was useful !!!!
