This happens during induction.Say the charged body is with positive charge. When a neutral boday is brought close enough to this positively charged body, such that it is in charged body's Electric field, there is a development of negative charge on the side of the neutral body which is facing the charged body. This makes the neutral body get attracted to charged body.
