On being slowly passed through  H2O ,PH3 forms bubbles but NH3 dissolve why is it so?

PH3 forms bubbles while NH3 dissolves in water due to the fact that NH3 readily forms H-bond with water while in PH3 no bonding is formed between PH3 and H2O. So due to extensive H-bonding between NH3 and H2O, it readily dissolves in water while PH3 only forms bubbles.
