A is false but R is true actually. Check resonance structures of chlorobenzene, 3 out of 5 structures indicate the partial double bond character of C Cl bond.

A is wrong and R is also wrong Bcoz chlorobenzene is undergoes electrophilic substitution rection it doesn't resist it
