Because beating of heart is voluntary action but is not controlled by any stimuli and operated by brain, whereas reflex actions are involuntary actions but occurr in response to stimuli and are operated by spinal chord

Heart beat; 1.It is controlled by brain. 2.It cannot regulate by our will. 3.They do not require stimulus. 4.This may be quick or slow. Reflex action; 1.It is controlled by spinal cord 2.These action are sudden action which is respond to something. 3.They require stimulus. 4.They are always quick.
