Because it has partially filled d orbital in its ionic state As per definition of transition elements that those have partially filled d orbital in elementary or ionic state

Silver atom shows an oxidation state of +2 in its compounds like AgO ,AgF2 in which it's electronic configuration is d^9 so it is a transition element
