Because the energy b/w valence orbitals ns and (n-1)d is nearly equal. So that the transition elements show variable oxidation states.

Transition elements show variable oxidation states because the energy between their valency orbitals {(n-1)d and ns} is very less. So the both the energy levels can be used for bond formation.
