This is because * At that time technology isn't too devloped * And it's cost of buying and maintenance is expensive, as machine was not too efficient as their inventors claim to it *Also, the area where there is no labour shortage, industrialists prefer to invest on hand labour other than machines * and for the seasonal works where their need of creativity and skills machine cannot work, those work can only be done by skilled labourers
