Planet are much closer to the earth and are seen as extended sources. And the stars twinkle, due to the refraction of light.

Because planets are near to earth than stars so, there are many point source of light. Therefore when light falling on planets is less other source of light provides it light . Therefore planets don't twinkle at all. While due to atmospheric refraction and presence of single point source of light stars twinkle.
