    -While the Rowlatt act was widespread it was only till some cities and towns. Handsome now wanted to create a nationwide movement - it was only possible when Hindu and muslim come together - At the time World War II ended with the defeat of ottoman empire - there were rumours all over the world that a harsh treaty would be signed against the Khalifa - Gandhi just saw this as an opportunity and so khilafat non-cooperation movement was launched
